چکیده

The DOE Standard 3014-96, Accident Analysis for Aircraft Crash into Hazardous Facilities provides a robust statistical framework useful for assessing the release frequency for hazardous materials used in many industrial operations. The formulae and the verbal instructions for calculating screening quantities and frequencies in the DOE Standard are consistent with an unstated underlying six-term expression for estimating the annual number of aircraft-impact-related releases. The six-term formula is here shown to result from iterated application of Bayes’ rule. The statistical concepts underlying this formula are explained; the six-term model is then developed and its components related to the corresponding elements of the four-factor model presented in the Standard. The sixterm model is shown to be consistent with the instructions given in the Standard for calculating the screening and evaluation quantities using the four-factor model. The difference between screening and evaluation of release frequencies is clarified. Discussion of the six-term model shows clearly how conservative approximations to its conditional probability terms lead to simple and efficient screening formulae. A numerical example is provided to demonstrate a screening calculation.

Optimal Routing of Hazardous Substances in Time-Varying, Stochastic Transportation Networks (ANRCP-1998-8)

This report is concerned with the selection of routes in a network along which to transport hazardous substances, taking into consideration several key factors pertaining to the cost of transport and the risk of population exposure in the event of an accident. Furthermore, the fact that travel time and the risk measures are not constant over time is explicitly recognized in the routing decision...

Modifying PIARC’s Linear Model of Accident Severity Index to Identify Roads' Accident Prone Spots to Rehabilitate Pavements Considering Nonlinear Effects of the Traffic Volume

Pavement rehabilitation could affect the accident severity index (ASI) since restoration measures means more safety for road users. No research or project has been carried out to identify hazard points to build a linear model based on crash severity index. One of the very popular accident severity index models used in all countries is based on linear models to rehabilitate pavements and this pa...

Evaluating the risk from depleted uranium after the Boeing 747-258F crash in Amsterdam, 1992.

On 4 October 1992, a large cargo plane crashed into an apartment building in the Bijlmermeer quarter of Amsterdam. In the years following the accident, an increasing number of people started reporting health complaints, which they attributed to exposure to dangerous substances after the crash. Since the aircraft had been carrying depleted uranium as counterbalance weights and about 150 kg urani...

Poisson, Poisson-gamma and zero-inflated regression models of motor vehicle crashes: balancing statistical fit and theory.

There has been considerable research conducted over the last 20 years focused on predicting motor vehicle crashes on transportation facilities. The range of statistical models commonly applied includes binomial, Poisson, Poisson-gamma (or negative binomial), zero-inflated Poisson and negative binomial models (ZIP and ZINB), and multinomial probability models. Given the range of possible modelin...

Statistical Analysis of Traffic Accidents Locations Using Geographic Information System in Darbandikhan Town- Kurdistan Region of Iraq

Road traffic accidents are a major cause of premature death and disabilities. Every year the lives of almost 1.24 million people are cut short as a result of a road traffic crash. Between 20 to 50 million more people suffer non-fatal injuries, with many incurring a disability as a result of their injury. Road traffic injuries cause considerable economic losses to victims, their families, and to...
